"At London Councils we want to have the statutory right to serve notices to improve on academies as well as our own schools,” Cllr John said.
“But he [Sir Michael] said, well I would just serve a notice anyway and copy it to Ofsted and DfE.”
Cllr John said Sir Michael told him that if he was concerned about the performance of an academy or a free school he should “just do it [i.e. issue a notice], shame them and use your ‘soft power’ effectively”.
