A leaked document shows Michael Gove overruled plan to save cash by not converting failing schools into academies.
The BBC said: "The document suggests more account should be taken of a "cost-benefit analysis" in "determining the approach to academisation of underperforming schools".
But it stresses that the secretary of state does not want to see such value-for-money checks on the programme and that the changes have not been made."
